Here is the text of the UFO-2 Series Proposal. This proposal came in a booklet which consisted of this text, a front cover illustration, 2 illustrations of a "Stealth Interceptor", a resume for Michael Winter, and 24 letters of support written by fans of the UFO original series.

TOP SECRET SPECIAL FORCE DEDICATED TO THE PRESERVATION OF HUMANITY ON THE PLANET EARTH.ALIENS ARE HERE. NOT ALL SPECIES ARE IDENTIFIED. IT IS THE DUTY OF ALL S.H.A.D.O. OPERATIVES TO IDENTIFY, ASSESS AND DEAL WITH ALL ALIEN LIFE FORMS ENTERING EARTH'S IMMEDIATE ATMOSPHERE.

UFO - THE ORIGINAL
UFO was an internationally popular 1970's science fiction series set in England. It was the pre-cursor to SPACE 1999, another Gerry Anderson product. It featured an underground military style installation hidden under the guise of a film studio. It's primary function was to deal with the threat of alien invasion. Elaborate advanced weaponry and costumes were the order of the day. From an early warning station on the moon equipped with fighter craft and all the female staff wearing purple wigs, down to the ocean where a fleet of submarines waited to launch other fighter craft against those aliens who managed to get through their net. Also sophisticated mobile land craft, used for engagements and retrieval operations on the Earth's surface.
The whole operation was run by Colonel Edward Straker, whose responsibility was to keep everything top secret, even governments were not to know what was going on. If the public found out, mass hysteria and chaos would grip the world. Society would crumple and the aliens complete their takeover unopposed.
This 1970's science fiction vision was advanced for it's time. It had themes of high powered political cover-ups and personal dilemma's for it's main characters. Since 1971, many of the far seeing technological predictions it made have become today's reality.
The basic premise and the special effects were however, very much of the time. The aliens invade and the S.H.A.D.O. teams, shot them down or up, as the case may be.
This is the basis of UFO the original. This has provided the background for UFO-2, the 1996 rebirth of a very popular series.
UFO-2
The time is now. Aliens exist and are here. S.H.A.D.O. is fighting the clock to gather intelligence, identify, assess and respond to the alien presence on our planet. They don't have all the answers, in fact it is the tip of the iceberg. Think Startrek in the 20th century. An organisation such as S.H.A.D.O. started by collating space data and dealing with these aliens, to ensure humanity's survival into the future.
S.H.A.D.O. has already identified six types of alien life form here on Earth. Some are hostile, others aren't. We know what two of the types of life-forms come to Earth for, the rest we don't. We know there are hybrid humans, (H.H's), but, we don't know their purpose. There are perhaps a dozen more life forms hinted at, but not documented as yet.
There are formal treaties with two of the life forms, the details of which are only known to a handful of individuals. Exchange of information and data for unknown items is the order of the day. Forget the X-Files, S.H.A.D.O. is the organisation responsible for keeping organisations such as, the F.B.I. in the dark.
It is now 25 years on and the Supreme Headquarters Alien Defence Organisation (S.H.A.D.O.) has grown. It is no longer an organisation primarily set up amongst the western powers. It has long since incorporated some of the communist block. But, as always, there are still maverick countries that will not be part of the S.H.A.D.O. Supreme Council of Representatives. This body is made up of an individual elder statesman of each member country and is responsible for funding and policy decisions governing S.H.A.D.O. The Council Of Representatives officer at S.H.A.D.O. is Brigadier General Alec Freeman. He was Colonel Straker's second in command in the original series. S.H.A.D.O. is still commanded by the now, Major General Edward Straker.
S.H.A.D.O. now has secret installations all over the world. The nature of the work makes it a security and logistical nightmare for Edward Straker. When it began, SHADO was based under a film studio, with Straker using the guise of a film producer. To combat breaches of security, secrecy and infiltration by aliens, S.H.A.D.O. had to become very insular. The increase in size has meant that the organization is now incorporated into secure sections buried deep with the armed forces of the countries under their protection. Like all military bases, these sections are closed communities with their own housing, schooling and social amenities. S.H.A.D.O. personnel are encouraged to marry and have their children within S.H.A.D.O. confines. When a child is born into this organisation it's genetics are pre- determined. A security implant is inserted. The child's progress is monitored and special talents developed. As a young adult he or she is taught basic elements of all S.H.A.D.O. operations. The area the young student is most suited for is discussed and the person is then trained in this area. A new security classification is coded into the implant at every stage of the persons life and for each new job classification. Outsiders to S.H.A.D.O. are recruited very rarely and only if they have extremely unique abilities. They are generally regarded as security risks as their specific genealogy is hard to determine.
To look at S.H.A.D.O. properly, it is best to look at the 7 sections. Six of the sections come under a senior operative, who in turn comes under Major General Edward Straker. The other section, the Financial Services section, comes under the control of the Supreme Council Of Representatives and Brigadier General Alec Freeman.
S.H.A.D.O.
FINANCIAL SERVICES (F.S.)
As already mentioned, this section comes under the control of Brigadier General Alec Freeman and also the United Nations. This section is the bane of Edward Straker the Commander of S.H.A.D.O., it represents outside interests and also controls the purse strings. Another factor, it's his former second in command. The F.S.'s role is to help develop policy, pass on specific countries requests and finalise principal financial matters. This section's constant attempts at control are not welcomed by Straker and he maintains a constant strategic battle with Freeman for control of the organisation - something Freeman believes he should have. Freeman thinks Straker has grown dictatorial and paranoid. He dissapproves of some Straker's less humane methods and tries to keep the organization in line.
INTELLIGENCE SECTION
This section is commanded by Valentina Seidl, a Russian-Chinese and languages expert. This area of S.H.A.D.O. consists of the Undercover Operatives (U.C's) and Data Processors.
UNDERCOVER OPERATIVES (U.C.)
These S.H.A.D.O. operatives are located through every fabric of society on all continents in the known world. The only means of identifying these operatives is with an implant scanner. It is feasible that operatives mix with each other every day and do not know of the other's existence. The main interest groups targeted are governments and their agencies, business corporations, alien infiltration and certain individuals. All their findings and submissions go through the data processors.
DATA PROCESSORS
This section collates and assesses all information gathered by the U.C's. This information is then channelled to the appropriate organisation or individual in S.H.A.D.O.
FIGHTER COMMAND (U.F.C.)
The most prestigious part of the S.H.A.D.O. team. Full of young guns, this section is commanded by Grant Barry and boasts some of the most technologically advanced weaponry found anywhere on the planet. This section is purely reactionary and not pro-active, primarily because of financial restraints. It has four divisions, Land, Sea, Air and Space.
LAND DEFENCE
S.H.A.D.O. ground forces are based on all major masses in the world and possess the latest in high tech weaponry. This division is one of the more hazardous as the ground forces use the guise of the local military to avoid detection. As far as the locals are concerned, it's just another exercise. In certain world zones failure to comply with normal troop movements has led to problems.
WATER DEFENCE
Consists of both fresh and sea water defence. There are a fleet of submarines as undersea aircraft carriers. Fighters are launched underwater as a security measure and are also capable of sub-surface interception. The four quadrants of the globe must be covered at any one time. There are some water restriction zones. There is a secret re-fitting bay in Nordic waters and surface craft are also located at various strategic points around the world. Again these surface craft adopt the guise of local naval craft.
AIR DEFENCE
S.H.A.D.O. has developed Stealth technology to a new level, well beyond the capabilities of the ordinary military. Their attack aircraft are based in concealed hangers on S.H.A.D.O. properties in participating countries, with fighter crews on twenty-four hour alert.
SPACE DEFENCE
The glamour section of Fighter Command, where the elite pilots are sent. They start on the Moonbase and are then stationed on Orbital Platforms strategically placed around the Earth. This is the first line of defence, these are the ultra high tech interceptor attack fighters. On detection from the platforms or Moon Base, hostile craft are hunted down and destroyed.
TECHNOLOGICAL RESEARCH & DEVELOPMENT BRANCH
Commanded by Dr. Manny Coombes, this section fights a continual battle to develop and compete with alien technology and stay ahead of possible developments on Earth. Needless to say these are the most advanced laborities on the planet.
The two major sections in this field are GENERAL SCIENCES and COMPUTER SCIENCES. The latter being able to intercept any computer breaches or virus's known. It is also here that information is spread onto the internet. The information is usually false, but credible.
They maintain a massive 'firewall' to protect SHADO's security secrets. Computer traffic is continually monitored for hints of alien infultration. Anything suspicious or dangerous and the entire organization involved is likely to vanish behind the firewall.
MEDICAL DEPARTMENT
Chief Medical officer is Dr. Vince Karandonis. This section is very important as there is serious thought that not all viruses here on Earth, actually originated here.
S.H.A.D.O. HOSPITAL STAFF
Operatives are stationed in all major hospitals throughout the world. Also a hospital is situated at S.H.A.D.O. for any captured alien, hybrid human or other interesting life forms. S.H.A.D.O. personnel are treated here and certain other practices of a highly sensitive nature take place here. The implantation process is conducted here. Captured individuals are also retained here for a short period. What happens to them is only known to a handful of individuals.
MEDICAL COMBAT TEAMS
These teams deal with viral outbreaks, major traumas from alien attacks, the finding of hybrid humans and alien beings. Wherever these events may occur, or any medical trauma S.H.A.D.O. deems a threat to humanity will see the combat teams mobilised.
These teams are trained in all aspects of modern earth medicine and also have a degree of extra-terrestrial knowledge. They are usually supported by the S.R.S. (Security Response Squad) in quick deployment to the allotted area.
ORBITAL PLATFORMS (ORBS)
ORBS is commanded by Amanda Lake and is the second line of defence of the Earth's atmosphere. It is made up of orbiting platforms, sufficient in number to detect any craft entering or exiting the Earth's atmosphere. If there is no authorisation for that craft's movement, the space platforms scramble the Interceptor Attack Fighters to intercept and destroy it. If the craft has entered the Earth's atmosphere, the Land, Air and Sea forces are scrambled.
MOONBASE (ORB HEADQUARTERS)
All S.H.A.D.O.'s advanced satellite tracking equipment is housed here, it is also a desolate posting for most S.H.A.D.O. operatives, as it is for a five year period and can get very routine. Through experience, Straker has found that women handle the strain better than men so the entire command staff is female. It is also under constant threat from alien attack, as the destruction of this installation makes the Earth vulnerable to attack. There are emergency plans to deal with such a catastrophe, but the destruction of this place would allow the aliens time to enter the atmosphere, before the plans take effect. The main Interceptor fleet and maintenance area is also located here.
ORBITING PLATFORMS OR STATIONS
The correct term is Platform, but staff use the old term of Station. This is a dangerous and lonely posting of up to two year duration. Alien craft have destroyed these platforms in the past with large losses of personnel. They orbit the earth and are used as early warning devices as well as tracking stations. Interceptor Attack Fighters are also stationed with the platforms and are scrambled often. Most are false alarms, but not always.
SECURITY & PERSONNEL SECTION
This section is commanded by Dominique Veron. It basically keeps the whole S.H.A.D.O. organisation operating. Without the cement of this section, S.H.A.D.O. would cease to exist. This section comprises the S.H.A.D.O. community section, Administration & Personnel, Maintenance fleet, Education and the Security Response Squad.
S.H.A.D.O. COMMUNITY SECTION
This section deals with the support and security of the various communities around the world. They ensure a high quality of life for the various families within the organisation. They also maintain the insular nature of the S.H.A.D.O. world.
ADMINISTRATION & PERSONNEL
Ensures the day to day operation of such a large organisation and deals with problems concerning, sections, communities and individuals. Personnel is also responsible for the keeping of genetic purity of staff. No hybrid humans or alien infiltration of the organisation. They also recruit a minority of outsiders to the organisation and must research those recruits' backgrounds.
MAINTENANCE FLEET
This section maintains the various bases and fleets around the world and in space. Usually made up of older S.H.A.D.O. personnel, they supply food, fuel and munitions to the various outposts.
EDUCATION
This section runs the S.H.A.D.O. academy and is responsible for the on-going educational requirements of all personnel. Any new technological advancements are introduced through this section, as well as the training of new recruits. All S.H.A.D.O. children are educated through this section.
SECURITY RESPONSE SQUAD
Trained as bodyguards and used as elite troops in special emergencies where super quick deployment is needed, such as infiltration sites, breaches of S.H.A.D.O. security and special requests from General Straker. They are an elite and prestigious squad, within an elite organisation, hand chosen by Straker for their own special abilities. They are used on the most select and delicate operations.
THE OLD S.H.A.D.O.
EDWARD STRAKER
Now a Major-General and in his fifties, Straker has come a long way from the first series. His first marriage split and his only child was killed in a road accident. He is a confirmed bachelor who has brief affairs with women, but nothing long term. One of the founding members of S.H.A.D.O. and the commander since inception he forewent promotions to stay within the organisaton.
Unlike Alec Freeman, who left and sought promotion and is now Strakers senior officer, Straker stayed and had a vision. Through bitter experience, he learned the lessons needed to keep S.H.A.D.O. in existence. Most of the changes in S.H.A.D.O. were instigated by Straker.
Straker is still the commanding officer. The best way to describe Straker is that he is obsessed by S.H.A.D.O. In a way it is his surrogate family. He has in a sense already given up his life for this organisation.
Straker is an established character with the original actor still very keen on reprising his role from the first series.
ALEC FREEMAN
Also in his fifties, Freeman is now Brigadier General and saw active war service in the Falklands war. He has also been on active duty for the United Nations in many theatres of war. Freeman was Strakers second in command until he left to pursue other fields of endeavour.
Freeman believes that Straker has been in the position too long and is stale. He believes that command should go to a person with more rounded experience, such as himself. All Straker has done is implement strategies and deal with non entities.
The actor who played Freeman is also keen to reprise this role and as such was established in the first series.
THE NEW S.H.A.D.O.
GRANT BARRY
The son of a S.H.A.D.O. operative from the first series, Grant is 28 years old and the Senior Operative of S.H.A.D.O. Fighter Command. He is ruggedly handsome with the raw bravado of a fighter pilot. Barry was orphaned when the original moonbase was destroyed by the first alien fleet. He grew up with the organization as an extended family. He is still single and sincerely believes in the cause that S.H.A.D.O. represents and is fanatical enough to risk his life in the defense of Earth.
He is also the best pilot Fighter Command has, that is why he progressed through the ranks so quickly. Grant is a product of the S.H.A.D.O. system. He was raised and educated in this system, it is the only world he knows.
Grant is fascinated by Valentina Seidl, an outsider in charge of the Undercover operatives. He is revered by most, but not her. Valentina also has something that Grant can never really have, knowledge of the outside world.
Grant is impressed by strength, new technologies and alien cultures. He is an often headstrong individual that is use to making quick decisions in battle. These decisions are fine in battle, but on occasion have landed him in trouble with Straker around the studio.
AMANDA LAKE
Amanda is 26 years old and like Grant is the child of a S.H.A.D.O. operative from the first series. Amanda is the Senior Operative in charge of Orbital Platforms. Being the product of S.H.A.D.O. makes her a little suspicious of people recruited from the outside. Amanda has not had the best of times with some of these recruits in her section.
Orbital Platforms are based on the Moon and with that it takes specialised training, a brilliant mind and an ability to adapt to a hostile environment. Not many outsiders can stand it. Being up there isolates you from everything known to man.
This includes, animal life, vegetation and even the sun. Another side effect up on the moon is the special anti-static washes used on people's hair. It has a nasty habit of changing your hair colour to purple. Not so good if you're in to fashion.
Amanda is very tall and athletic, in her case the purple hair makes her look striking. Amanda was on leave from a floating platform when it was destroyed by an Alien attack eight years ago. Her whole crew was destroyed. (or so everyone thought). Consequently Amanda has an intense dislike of the Aliens. This is a potentially serious problem that Straker is aware of.
DOMINIQUE VERON
Another product of the S.H.A.D.O. system, her mother was recruited after falling pregnant to a S.H.A.D.O. operative in the first series. Dominique is half outsider and half S.H.A.D.O., something that was hard as she grew up. Dominique is also 26 years old and is the Senior Operative of Administration and Personnel.
Dominique came through the ranks of the Security Response Squad and still does missions. She was rumoured to be having an affair with Straker, but that has never been confirmed or denied. (There is a possibility she could even be Strakers illegitimate daughter).
As with other Senior Operatives, Dominique is one of the best in her field and is tough, ruthless and dedicated. Many regard her as a man eater, as nobody has conquered her flame, yet.
To Dominique, life is a game and it's best to enjoy it while you can. This attitude is also her best weapon in her fierce arsenal. People always underestimate her, usually with lethal results.
DOCTOR MANNY COOMBES
Dr. Coombes is in his thirties. He is in charge of the Technological Research and Development Branch. He is another product of parents in the first series of U.F.O. Manny's work is at least 15 years ahead of any other development laboratory on Earth. His systems are the first line of defence against Alien invasion.
Manny is a dedicated scientist who works extremely hard on his projects. He can be temperamental at times and is bordering on genius. He has been known to lose it at times and has had to spend time in a S.H.A.D.O. hospital, with an armed guard. It appears to be as a result of exposure to a series of defence systems he was working on in the mid eighties.
Most of the time he is quite normal, but often eccentric is probably the better description, or even manic. Anyway, he is regarded as the fastest brain on earth and will be tolerated as long as he can work.
This is despite the fact that some of his experiments are considered dangerous on moral and ethical grounds.
THE OUTSIDE RECRUITS
NICOLAI LEI @ STROVICH
Nicolai is 32 years of age, he is the newest recruit to S.H.A.D.O. and his recruitment is subject of the two hour proposed pilot.
Nicolai was the most successful Polish freedom fighter during Polands plight to escape soviet rule. He was never captured, even though there was a death bounty on his head. Nicolai's real name is Strovich, but since the early nineties, he has been using the alias of Lei. This is because he is still wanted for numerous crimes against the Russian state. There is still plenty of ex-soviet people who would like to see the death of Nicolai Strovich.
He was nicknamed the Fox, because he always escaped from in-escapable situations and indeed completed missions, where nobody else could.
Nicolai was living a normal life in the suburbs with his wife, who knew nothing of his past, when an incident occured at the local hospital, (see two hour pilot proposal), that led to his recruitment to S.H.A.D.O.
Nicolai is a tough survivor and a passionate believer in humanity and freedom. He craves a normal life, but is never likely to have one.
He is recruited into the tough Security Response Squad, for special missions and is constantly battling with Dominique Veron, who has an intense interest in him.
He is drawn more and more to Valentina Seidl and not to other people within S.H.A.D.O., he thinks they are probably the aliens. But, whatever happens, he is still on his one-man mission, to find his missing wife.
VALENTINA SEIDL
Valentina is 30 years old and is the Senior Operative of the Intelligence Section. She is primarily in charge of all the Undercover Operatives that S.H.A.D.O. has around the world.
Valentina is a Russian-Chinese and speaks numerous languages fluently. Even she doesn't know how many.
Recruited from the crumbling Soviet block by her former husband Dr. Jim Seidl. Dr. Seidl is now deceased and was the former head of the Medical Division of S.H.A.D.O.
Valentina's maiden name was Kryptos and her Soviet operational name was 'the cat'. Valentina was the most successful female operative the Soviets had. Although there was one person she was sent after twice, and failed to complete the missions both times. That person was Nicolai Strovich, the polish fox. The second time earned her a six month detention in Siberia.
Her husband died under mysterious circumstances and was replaced promptly by Vincent Karandonis. Valentina is absolutely certain he was murdered, but she can't do anything about it, yet.
Valentina has a cold exterior, the best description is that she is the perfect ice queen. Average men think she is totally unapproachable, others soon find she is. Underneath the tough cool exterior is a kind caring individual, who like so many others, has been burnt by life. The way we know this, is her treatment of animals, who bring out the best in Valentina, because basically they haven't dumped on her.
Her attitude to Nicolai is one of grudging respect, mixed with resentment. Valentina finds it hard to respect any person, but, even she has to admit, he is one of the best. A lot of sparks fly between these two committed personalities.
Valentina's quest is to find the truth about her husbands death, and then wreak her revenge.
DOCTOR VINCENT KARANDONIS
Dr. Karandonis is 35 years old and is in charge of the Medical Division of S.H.A.D.O. He replaced Jim Seidl, Valentina's husband who died.
Not much is known about the doctor, as he is known, no records exist of him and he just suddenly turned up as the head Doctor in S.H.A.D.O.
What is known is that he is committed individual who does not socialise much. Not one on one anyway. However he will join in at parties and enjoys them immensely. Dr. Karandonis, does not seem to have any interest in females whatsoever. People don't know if he is gay or even totally asexual.
What is not suspected, except by Valentina, is that the doctor is in fact an Alien, who is working here with the full knowledge of Straker, for what purpose, she has no idea. As far as Valentina knows, nobody suspects a thing.
THE KNOWN ALIEN LIFE FORMS
There are six known alien life forms. Two have made contact and are friendly, these are GX 9's and AB 7's. Two are known to be hostile, they are XX 11's and XX 12's. Nothing is known about the other two life forms, except that they exist. There are many more life forms out there in the universe, not yet known to S.H.A.D.O.
GX 9's
These aliens exist on Earth inside human hosts. They surgically implant their brain and nervous system into the bodies of abducted humans, then return to take over the life of the host thereby infultrating into society.
Contact has been made with this life form and an unknown agreement entered into.
AB 7's
This life form is not remotely humanoid, but because of their mental power, humans in their presence perceive them as regular people - most of the time. Only a random glance, or a glimpsed reflection can sometimes reveal their alien visage. Or when they are ill or hurt, and are forced to drop the disguise and use all their alien powers of survival.
Contact has been established and a treaty has been entered into. Again the details are not known.
XX 11's AND XX 12's
Not much is known about these life forms, they consistently engage the S.H.A.D.O. forces in combat and are actively hostile.
The remaining life forms are unidentified and S.H.A.D.O. is using every resource available to identify and contact these forms, to understand their intentions and to find out their designs on Earth and humanity.
One life form that does not exist is the standard media alien, known as 'Greys'. This much publicised creature with large eyes, distended head and childlike figure is a fabrication by S.H.A.D.O. to easily distinguish genuine contact reports from fabrications.
THE COMMISSION
A secret alliance of some of the most powerful businessmen and politicians on the planet. Their cause is to take advantage of the alien presence and use it to gain advantage and power. They work to undermine SHADO and forge their own alliances with the visitors to use their abilities and their technology for personal gain.
THE EPISODES
TWO HOUR PILOT/TELEMOVIE
This will be designed to re-introduce to the audience the popular series twenty-five years on, as well as introducing the cast, and primarily Nocilai Lei.
Nicolai's wife goes missing from the local hospital and this starts a quest for Nicolai to find her. On this quest he inadvertently discovers an organisation. S.H.A.D.O. and breaches their previously infallible security system and enters the organisation (Nicolai uses all his skill as the fox, see character notes).
Because of his past, and knowledge, Nicolai is recruited into S.H.A.D.O. The U.F.O. 2 series begins.
ONE HOUR PER WEEK SERIES
It is envisaged that this will be a long running series. The story potential for this series is endless. A brief list of areas that stories can be generated from follows:
The continuing theme of the series will be to discover the reason the aliens are here. Even the species in secret alliance with SHADO give only vague hints at the details. Straker must try to find out the truth before it is too late to do anything about it.
